OAK RIDGE, Tenn. (WVLT) -- An Oak Ridge man is sitting in jail after an officer said he left his two young children in a parking lot in an area known for crime.
An Anderson County warrant says Charles Sands left his one and two-year-old children in his car while he ran into a Wal-Mart on South Illinois Avenue.
Ofc. Jeremy Upham found the two children in a running car with the windows down. When Sands came out about eight minutes later, he told the officer that the trip took longer than expected.
Sands faces felony child neglect charges. The two children are in the care of their grandmother.
