Sevier man charged with running organized crime syndicate in Kentucky

KODAK, Tenn (WVLT) -- The Harlan County (Ky), Sheriff's Department says the largest distributor of oxycontin in their community is off the streets, after an arrest in Sevier County yesterday.

Douglas MacArthur "Mack" Napier, 65, is charged with engaging in organized crime and running a criminal syndicate.

Sheriff's deputies from Harlan and Sevier counties along with several other organizations including DEA served two search warrants on homes owned by Napier yesterday. One was in Bledsoe, Kentucky, the other on Alton Drive in Kodak.

Napier was arrested in Kodak and jailed on a fugitive from justice warrant.

Harlan County Sheriff Marvin Lipfird says Napier is the head of an organization in which twenty-seven or more suspects have been or will be charged with engaging in organized crime.

"This has created a large dent in the distribution of oxycontin in Harlan County and the surrounding areas," Lipfird said in a written statement. "We are not saying this has stopped the drug problem in Harlan County by any means, but we believe this has delivered a significant strike in the war on drugs."

We checked Napier's criminal background in Sevier County, he does not have a prior record there.

So far, only one other person was charged as a result of the warrants served yesterday. That man is identified as Jarrett D. Stepp. He was also charged with engaging in organized crime/criminal syndicate.
