Investigators say a situation like this, where they have a body in the water, is more difficult to recover, but it won't be any different when they do the autopsy.
Police say this body was found only part way in the water, but was very difficult to get to.
Residents of the homeless camp tell Volunteer TV News they heard people screaming last night.
Investigators don't know if the man died of natural causes, if this is accidental or suspicious.
That information will come from an autopsy to be released tomorrow.
