DYERSBURG, Tenn. (AP) -- The state Department of Children's Services has been found liable the deaths of a teenager and her foster father and the injuries of her foster mother after the biological father went on a shooting rampage.
Susan Randolph sued DCS after she was shot and her husband and foster child were killed on Aug. 2, 2009.
Four days earlier, the Randolphs had agreed to temporarily take in the 15-year-old daughter of neighbor Chris Milburn at his request.
In a November ruling that was unsealed last week, a judge ordered DCS to pay $875,000, finding that DCS never warned the Randolphs that Chris Milburn was accused of serious sexual and physical abuse or that he could be violent.
The judge also found the caseworker acted improperly.
