City of Rockwood wants to limit how many yard sales people can have

ROCKWOOD, Tenn. (WVLT) -- You can find yard sales all along Gateway Avenue in Rockwood. With yard sales come bargain hunters.

"I'm just out riding around looking for some good deals at yard sales," said James Lynn.

But will bargain shoppers have to look harder in the future? The Rockwood City Council wants to implement a yard sale permit ordinance. It would cost $5.00 and limit the number of yard sales people can have to three per year.

Having to pay to sell her stuff doesn't sit right with Christina Wiggins.

"I personally think if you pay your property taxes and you want to have a yard sale, have a yard sale," said Wiggins.

City Recorder Becky Ruppe said the proposed ordinance isn't about the money. It's because some people have yard sales every single day.

"If a business is looking to locate here and you have tourists and people in the city traveling through, you don't want them to see a continual yard sale from one end of the town to the other," said Ruppe.

But not everyone thinks the sales are an eye sore.

"If nothing else, it gets people to stop and look around. I stop and look at yard sales. It's just poor people trying to make a buck. What's the big deal?" said Dorman Ross.

People would need to get the permit three days in advance, and you could only post two signs advertising the sale. There's time limits, too: 8 a.m to 6 p.m. for three consecutive days or two consecutive weekends.

"Well, I think it's just another infringement on peoples' personal rights and freedoms. I don't know everything that's going on with it, but I think it's silly. I really do. I think there's better laws they could be passing," said Ross.

Better or not, the yard sale ordinance is up next on the council's agenda.

Monday is the first reading of the ordinance. It needs to pass two readings before it becomes law.
