Knox Commissioner says applicants should speak English

KNOXVILLE, Tenn. (AP) -- Knox County Commission member Mike Brown says he will vote against any beer permit application submitted by anyone who can't speak English.

As a commissioner, Brown sits on the county Beer Board, which meets once a month and issues permits for retailers to sell beer. During a meeting last week, Brown suggested adopting a rule that applicants must speak English to get a permit.

The Knoxville News Sentinel reported Knox County Law Director Joe Jarret told Brown the board couldn't have such a rule because the state courts have consistently ruled turning down permits over language issues is a rights violation.

Brown says he doesn't care, he'll vote against applicants who aren't fluent in English.
