Bathtub Deaths

CLEVELAND (AP) -- A Cleveland woman accused of drowning her two daughters in a bathtub has changed her plea to not guilty by reason of insanity.

Amber Hill also waived her right to a jury trial Thursday. A panel of three Cuyahoga County judges will hear her case beginning Tuesday.

The 23-year-old mother previously had pleaded not guilty to aggravated murder in the October 2007 deaths of her children. The girls were ages 2 and 4.

Prosecutor Bill Mason is seeking the death penalty. Prosecutor's office spokesman Ryan Miday said Sunday that Hill was not offered a plea deal.

Authorities haven't discussed a motive and say Hill had no history of neglecting the girls.
