Biden dismisses McCain claim to be change candidate

CHARLESTON, W.Va. (AP) -- Joe Biden says John McCain will need a Halloween costume to convince voters he's the candidate of change.

At a rally in Charleston, West Virginia, the Democratic vice presidential candidate said "the American people aren't going to buy it." He says McCain would do little to depart from the policies and politics of President Bush.

Biden also sought to assure the crowd that "clean coal" is part of Barack Obama's energy strategy. He said the Democrats support adding $200 million in funding for what he called "home-made technology" that would help address the nation's and the world's energy needs.

Biden had told an Ohio voter last month that the Obama campaign did not support clean coal. But during the vice presidential debate he said those comments were taken out of context and that the U.S. should export clean coal technology.
