CHATTANOOGA, Tenn. (AP) -- The Democratic candidate for Congress in the 4th District owes money to the Internal Revenue Service.

State Sen. Eric Stewart of Winchester told the Chattanooga Times Free Press on Friday that he reached a settlement after the IRS filed a lien of more than $15,000 in 2011 to collect payroll taxes from his insurance agency. He said he is making payments.

Stewart said he encountered tough times and fell behind. He said he has resolved a nearly $10,000 IRS lien filed in 2003.

A campaign spokesman for his opponent, U.S. Rep. Scott DesJarlais, said the lien raises questions about Stewart's fiscal management skills. Stewart said DesJarlais is trying to create a diversion to avoid answering questions about his stance on Social Security, Medicare and the economy.
