Grand jury won't charge school program leader

CHATTANOOGA, Tenn. (AP) -- A grand jury has declined to indict the head of Hamilton County Schools' military program on a sex charge.

Defense attorney Lee Davis emailed the Chattanooga Times Free Press, saying Thomas McConnell was grateful to grand jurors for allowing him to testify before the investigative body, noting that is rare. The prosecutor declined comment Wednesday.

Police charged McConnell with aggravated sexual battery after a patron at a restaurant took cellphone video of him rubbing the leg of a 5-year-old girl who was sitting on his lap on March 4th.

The 66-year-old McConnell has headed the Junior Reserve Officer Training Corps at county schools for 18 years.
