Harlan Co. man charged with torturing, shocking border collie

BLEDSOE, Ky. (WVLT) -- Cell phone video leads to an animal cruelty charge against a Harlan Co. man. According to Kentucky State Police, Henry E. Brock was allegedly caught on video kicking, stomping, dragging, and even using a cattle prod to shock a border collie last summer.

The fifty year-old Bledsoe man was arrested without incident on Tuesday, KSP said. He was charged with felony torture of a dog/cat with serious injury or death. He is being held at the Harlan Co. Detention Center.

The dog was seized and taken to veterinarian for examination.
