Proposal would fine owners of noisy dogs

BLOUNTVILLE, Tenn. (AP) -- Hush, puppy. Sullivan County commissioners are talking about fining owners of noisy dogs.

A proposal discussed, but not acted upon Tuesday by a committee of commission members, would allow fines each day that a dog is allowed to "bark, howl, or whine in an excessive, continuous, or untimely fashion which disturbs the repose of any citizen, or disturbs the peace and quiet of a neighborhood."

Commission members Joe Herron and Eddie Williams sponsored the proposal, which would let the county fine dog owners $25 to $50 each day their pets were unduly vocal, according to the Kingsport Times-News.
