Sixth Circuit rules in favor of campus preacher

COOKEVILLE, Tenn. (AP) -- A federal appeals court has ruled in favor of a Christian evangelist seeking to speak at Tennessee Technological University in Cookeville.

John McGlone claims the school violated his rights to free speech and due process when it refused to allow him to speak without filling out an application.

The application must be completed 14 days in advance and asks for personal information as well as details about the speech, such as whether it will be political or religious.

McGlone claims the application policy is overly broad and has a chilling effect on free speech.

In a Monday ruling, a 6th U.S. Circuit Court of Appeals panel in Cincinnati agreed, reversing a lower court's dismissal.

The district court must now reconsider McGlone's request for an injunction on the policy.
