UN chief urges nuclear powers to cut arsenals

UNITED NATIONS (AP) -- U.N. Secretary-General Ban Ki-moon is urging the nuclear powers to start negotiations on eliminating atomic weapons and begin talks to assure non-nuclear nations that they will not be attacked.

Ban is also calling Friday for new efforts to bring the nuclear test ban treaty into force and to halt production of the fissile material needed for making atomic bombs.

He was presented his five-point plan to promote a world free of nuclear weapons.
